A, I think, certain, that Stinking comes within the "Exceptional cases" referred to by Your Lordship. The professional opinion of the Attorney-General is likely often required in matters affecting the Naval and Military Departments; and this will be still more so in the future. Now that the War Office has authorized extensive purchases of land and houses within the Military Lines, several legal instruments will have to be carefully settled by professional advice. I would request attention to the strong profession expressed on this point by the Chief Justice (Enclosure 1) and by Mr. Marsh (Enclosure 2). In the whole, I concur, in accordance with Your Lordship's view, that the Attorney-General of Hong Kong should receive from Imperial funds some addition to his Colonial pay. It should be mentioned that I understand that when the Attorney-General of this Colony has hitherto been employed by the Naval and Military Departments, he has always been paid by fees in the usual professional manner, and that he expects that this practice will be continued.
